The Policy and Your Research
Columbia University's Executive Vice President for Research David Hirsh is urging publishers to help Columbia authors comply with the NIH Public Access Policy. Read Dr. Hirsh's letter to Elsevier along with Elsevier's response.
Who Must Comply?
Any researcher submitting for publication a peer-reviewed article that results from NIH funding must comply with the requirements of the NIH Public Access Policy. The researcher submitting the article and signing the publication agreement will need to assure compliance, but the principal investigator (PI) has overall responsibility to assure compliance with this policy and all other requirements of the sponsored projects, whether or not the PI is an author on the publication in question. Appropriate offices of Columbia University are prepared to assist researchers, authors, and investigators with these matters.
What Publications Are Subject to the Requirement?
The policy applies to any peer-reviewed publication that results from NIH funding, regardless of the amount of funding. More specifically, it applies to papers resulting from:
- any direct funding by an NIH grant or cooperative agreement active in Fiscal Year 2008 or later;
- any direct funding by a contract awarded on or after April 7, 2008;
- any direct funding from the NIH Intramural program;
- an NIH employee.
Which Types of Publications Are Subject to the Requirement?
You are required to submit to PubMed Central the final manuscript of any peer-reviewed journal articles, research reports, and reviews that result from NIH funding. You are not required to submit works that are not peer reviewed, such as correspondence, book chapters, and editorials.
